As no one else is answering, here's my thought.
Instructions say "Japanese names that are written in English characters should be keyed as if they were English/American names, i.e. in the order they appear on the image."
I would take that as meaning if there was a full name, given & surname, to key it in the order as seen.
Whilst the wiki keying example has names written the same as yours there is no indication on how to key them.
As there is only 1 name ( in your example they are definitely Japanese surnames) where as normally we would key it in the given field, I would key these in the surname field.
