If I am understanding you correctly:
1) Click on New (Link)
2) A screen will come up with people on the left and facts of that person on the right. Find a person, then a fact for that person to attach the citation to.
3) Repeat for each person and fact the newspaper article should be linked to.
If you go to the Person tab in the People Workspace, you will see the results of your work.
If adding Fact & Citation & Media one person at a time, I find it easier (for me) to add the fact to the person at the Person tab and then add the citation, then add the media.
If the Facts already exist for the people, I Copy the Citation and then either Paste-Duplicate or Paste Link, depending on the situation to the multiple facts involved.
If I have multiple people in the same family, but not the facts, I use the Right-Click Copy Fact and Right Click Paste Fact. You can paste a fact to spouses, parents, siblings, and children of a selected person. If you need to go up or down a generation, you can move up or down to a person and do the Right-Click Paste to another generation.
