Re: time of birth on certificate ?
Hi Simon, That's really bad image you have given. How did you manage that? Deliberately overlaid two images or scanned a document with another document behind it rather than a white or black sheet? And maybe you did not have the lid down.
Anyway, I think it is likely to be 1/4 before 1 p.m.
And the column is not "where born" but "when and where born".
Some people have surmised that the time of birth is given when there are twins so as to know which was born first but myself I do not believe that.

Re: time of birth on certificate ?
Needs a better image to read - but a time of birth on an England/Wales birth certificate should always indicate a multiple birth, but I believe some registrars (especially in the early days of registration) may have put them on single birth entries as well.
The local registration office, who hold the original document, would be able to tell you for certain.

Re: time of birth on certificate ?
Simon, If you check Freebmd then there were two HENDON births that quarter but they are shown to be on different pages which makes them being twins very unlikely. Also there is no sign that either of them died shortly after.
Births Dec 1848 Hendon David Calne 8 272 Hendon Joseph Calne 8 268
That David HENDON born above appears to be born and living in Calne in 1851 census - son of John HENDON and his wife Jane.
If one of the children had been still born then the birth would not have been recorded but it is far more likely that it was just the recorder taking the "when born" to mean including the time of day. He probably did it for all the births.
I have many birth certificates and only three give a time of birth and none of those seem to be multiple births. Two of them were in 1849 and 1850 and by the same Registrar. The other was a few years earlier at a different place.

PS - before you have another flood or fire I suggest you take copies (paper or electronic) of your important documents and store them somewhere not in your house. Thinking about it I've got some irreplaceable documents I have no copies of - must do that sometime soon - as I've been telling myself for years.
