My uncle has railroad board upon his search. Not sure what that means.

It means that he worked in the railroad industry, and his social security number was issued through the Railroad Retirement Board rather than the Social Security Administration. Numbers issued by the SSA were allocated by state, but a separate group of numbers was allocated for the RRB to be issued nationally. That is why you see "Railroad Board" in the field for issuing state, because the state can't be determined from the social security number.
