Birth at Sea

My ancestor, Elizabeth Sarah Fern was born aboard the ship coming to the US from Liverpool in Jan 1868. She and her mother were listed as passengers. She is listed as infant. Who would issue a birth certificate in cases like this? Any ideas on how I would research that?

If the ship was British registered, then a birth certificate would probably have been issued in the UK. The UK National Archives has "birth at sea" records for the period that includes 1868.

Otherwise, if the ship docked in New York, there may be a birth record in the New York City Municipal Archives.

Thanks Steve I will check out both since it was a British ship and it docked in NY.
