Inquisitions Post Mortem

Hi. Please can anyone solve a mystery for me? Thomas Roskruge died in 1548 in St. Anthony in Meneage, Cornwall, but his Inquisition Post Mortem wasn't taken until 38 years later in 1585, and in Okehampton, Devon, nearly 100 miles away. Why such a long gap between death and IPM and why in the next county. His son and heir John Roskruge was 15 years old at his father's death and aged 53 when the IPM was taken. John who died in 1605, possessing virtually the same lands as his father, had his IPM taken in Helston, Cornwall in 1606. Also should John have been made a ward of King Edward VI because of his age (15), and because his father held lands in a Royal Manor?
