Where to look court or welfar system ?

The Baby was born May 1951 in Buffalo, NY as the story goes as it was told to the child his father was divorced from his mother in 1938 it was said the mother was on welfare, and the mother’s former husband had forced himself on the mother abt., 1950 as one of her children remember the event (now is dead). The mother had re-married abt., 1950 but the story goes the child’s so called father gave up his parental rights so she could get assistance.

This story seems to be filled with a few holes doesn’t. How could the mother get welfare while she re-married to a man who worked for Chevy at that time. The child grew up using the mother’s first husband’s last name but the child’s birth records doesn’t show his name on it.

The question here is where should this person look to start revealing the truth about this child’s birth. Should the person begin with the court system to see if there was a parental court case. Should this person look at the welfare system to see if old records exists still. Or will this become a brick wall for this person ?

Note: I posted this in my state section no one replied.
