Ok,before you even attempt contacting the welfare dept, I strongly suggest you check with Buffalo, NY for the birth record. Another source, would be to contact the circuit court of Erie county, I think it is in Buffalo, and see if you can find the divorce decree. Start with that. Try and find every record you can before you dig into the welfare system. Those people can put up HUGE brick walls.
