I have now found on this Ancestry web site, under UK Royal Navy and Royal Marine War Graves Roll 1914 - 1919. - the death record for Peter Henry Robert Soane.

It states birth record 10th May 1898 and he died 13 July 1917.

So the birth registration in 1898 would be correct.
