That looks bad alright.

Some scanning software has a 'descreen' setting, some refine it to newspaper, magazines etc. Descreening helps sometimes.

You also might try noise reduction software, such as Neat Image or Noise Ninja that can take noise patterns out of photos. Try a demo before you buy, to see if it works for you.
