I checked the 1982 book titled, "Adoption Agencies, Orphanages and Maternity Home : An Historical Directory." There are 136 entries for Virginia, which I will not be reading, but one happened to catch my eye :

The Lutheran Children's Home of the South, in Salem, VA. Maybe a Google search will find this home. I don't know about a central Lutheran address. Try Google or the World Almanac or a good librarian. Or take a look at this series of books :
