No, generally not...that number just becomes inactive. That way if there is a chance to reinstitute the lodge they can use the same number.
Also, the numbering system and names of lodges in each Grand Lodge (state) is determined by that jurisdiction. In other words, there can be fifty "Lodge #81" across the country, and Western Star Lodge can appear in every state. But there is only one "Western Star Lodge, No. 81, I.O.O.F., Augusta, Kansas." The numbering and names are not duplicated within a jurisdiction.
My suggestion is that you contact the Kansas Grand Lodge and ask if the lodge is still active. If yes, they can give you contact info for the lodge secretary. If not, they can tell you if they have the records for the defunct lodge and their procedure for researching (i.e., any cost or not), or if they are aware of an alternate source (perhaps a lodge history).
