There were six William Withers in our DAR Patriot Index. None of them showed a middle name or initial. The closest I found was this:

While the wife's name does not show Hord as the maiden name and this William has a dob in 1754, it is quite close to the information you provided. You did not say what his cousins' wife's name was, so I don't know if this is William M. or William C.
The one way to positively confirm this is your William and Mary is to order a copy of an application paper. That cost is $10. What you get is one copy of one application on this man. That paper will show you the specific lineage for that one woman, a listing of all the documentation she had to provide and the children and spouse of this man. There may be more than one woman who joined DAR using this man as her patriot ancestor, too.
If you would like to do this, send a check made to Treasurer General NSDAR for $10, along with a cover letter giving at least three generation from William C. toward yourself. Because there were 6 William Withers, please cite some of the information above in identifying which William you are seeking. Send that letter and check to Library Copy Services, NSDAR Headquarters, 1776 D Street NW, Washington, DC, 20006-5303. Allow six to eight weeks for a reply. You might also ask in your letter how many women have joined using this man. The staff will try and match your lineage as closely as possible to give you the most benefit.
