Possibly the Burgess records have not been released for the period in which you are interested. My family were in the 1700s to around the 1820s. I just checked my files and the set of records I viewed go from 1761 to 1841. The film was Roll of Edinburgh Burgesses 1761-1841 LDS Film 0844781. I hope this helps someone.
