Assuming you have not yet found what you want, your best clue may lie in the HMS Cossack. That would indicate that he was employed by the Royal Dockyard in Portsmouth. Dockyard emoployees (perhaps not all, I am not sure on that point) were government employees, civil servants rated as naval as I understand it. This meant that they could be sent to Royal Naval stations throughout the Empire, Trincomaleee (Ceylon/Sri Lanka), Simonstown (South Africa), Hong Kong, Malta and so on - so he could have been sent abroad and died there.
