Wednesday, Dec. 6 , 1911
• "Yesterday morning at 8 o'clock Judge Richard B. Owen, former mayor of Mobile, breathed his last in the home of his son, Frank L. Owen, 304 Congress street. Judge and Mrs. Owen have been spending their summers with their daughter and son-in-law, Mr. and Mrs. W.E. Norvell, in Nashville, and returned home recently. ...
"Judge Owen was born July 2, 1823, in Franklin, Tenn, and came to Mobile with his parents, Mr. and Mrs. Franklin L. Owen, in 1833. ...
"The judge was an old-line Democrat, and was always loyal to his party."
He had practiced law and served as a clerk of the Supreme Court of Alabama. He had also served in the state legislature, and in the Confederate Army, as well as having been secretary-treasurer of the Mobile and Spring Hill Railway Company, president of the police board and recorder of the Port of Mobile.
