I would like to know how to know what cousin someone is to another i.e. "1st once removed" etc. Specificaly, how do you determine this. If two people have the same set of great-grandparents(one set only the same)what is their relation to each other. I think it's 2nd cousins. Am I right?

Yes.
Same parents: brothers, sisters, siblings
Same grandparents: (first) cousins
Same G-gp : second cousins
Same GG-gp : 3rd cousins
and so on.

Cousins are "removed" if they are in different generations. Your cousin's child or parent is your cousin "once removed"; the next generation twice removed and so on.

And those who share only ONE rather than both parents or grandparents are half-brothers or half-cousins.

I struggled with trying to understand the cousin/removal thing until I found that someone had drawn me a picture. What can I say? I'm a visual learner!
