Surnames:
Can Census records be viewed as authoritative sources to verify individual's sex? Unable to find birth records for some relatives, but they appear in a census.

No they cannot. I've seen several census records where the sex was incorrect. This often happens with young children but I've seen it even for adults. Now if you have several censuses for them, then I'd feel comfortable saying that was their sex.
