I have a document with letterhead: United States of America, Department of the Interior, Bureau of Pensions. It states that "Dr. Harry Miller Black is hereby appointed an Examining Surgeon for this Bureau at Lancaster, Lancaster Co, PA, to take effect when he shall file the oath of office and enter upon duty." It is signed by Wm Lochner(?), Commissioner of Pensions.
Is this essentially a Pennsylvania medical license enabling Dr. Black to practice in the stated locality?
