Permits to send to hospital for insane behavior

does anyone know if a permit issued to take someone to a hospital for insane behavior would only from the government. I recently found a newspaper clipping from 1889 that stated a permit was obtained to take them to the hospital after friends were concerned she went insane.

this newspaper clipping is for East St. Louis, it states she was living near the stock yards and Supervisor Baughan was the one the permit was obtained from, so not sure if this would be on a county level, or if would be a stock yard issue. I would love to find out more information about this situation, I don't think they kept her very long, shortly after this I have found her living in St. Louis.

She was taken the county hospital in Belleville.
