Record of Aliens Held for Special Inquiry - SS Mauretania - 17 June 1910 - question about columns

Surnames: Johannson, Johansson
I am reviewing the Record of Aliens Held for Special Inquiry for the SS Mauretania on 17 June 1910 at this link (the bottom two records Johannson, Sturek and Frank):

Under "Actions of the Boards of Special Inqury", is it accurate that "Def.-Excl." indicates Deportable and Excludable?

Also, what does the "Sec'y" field reference?

Is the "Page" column a reference to a page number somewhere in the passenger manifest?

Thanks for the link Tim. One more question.. I've been trying to track down stenographers' notebooks for Ellis Island, but I'm coming up empty. I realize these may not exist, but do you have any suggestions on where to look?

Next to line 14/15 you will see their names and to the left - Admitted -
In Col - 3 their ages 15 and 14
Col -11 Mother: Mar or Mari Johanson
Col - 18 Father: J.A. Olson Address: 2100 or 2000 D Ave. Ensley, Ala.
From your original link under column " Cause of Detention" LPC means "Likely Public Charge" it would probably mean a person who may have to receive Public Support or Welfare because they cannot find a job or may not want to work at all. Sturek and Frank were both under 18 which may have been a reason why they were detained also their mother has a different surname then their father's.
Also note on line 16 is a Karl J. Johanson Age: 19 who is also going to 2100 or 2000 D Ave. Ensley, Ala. to see his brother S.J. Olson.

The one port for which Board of Special Inquiry records survive is Philadelphia. There are 18 National Archives microfilm rolls covering the years 1893 - 1909.

If you read a few of the records you can get an idea of how the hearings were conducted and the nature of the questioning. You will see why most detainees were ultimately admitted.
