Where to find a naturalisation certificate

I have a written note which looks like it was copied from a UK naturalisation certificate - it's dated 1938. Where would I find the original document? The searches on this site only seem to give me results till 1912.

I did try on the National Archives site too but wasn't sure if I was looking in the right place.

The National Archives HO 334 / 149 / 11907 = "Naturalisation Certificate: Samuel Levy. From Russia. Resident in London. Certificate AZ11907 issued 7 June 1938." "This record has not been digitised and cannot be downloaded. Request a quotation for a copy to be digitised or printed and sent to you."
