Ship passenger records from New York to Southampton ---1930? Passport?
My great aunt traveled to Europe (I assume to visit ancestors in Germany?) with her husband and daughter in 1930. I have found the return ship's passenger list from Southampton to the port of New York, July 21, 1930, on board the ship, Europa. How do I locate the passenger list from New York to Southampton? I'm hoping to eventually find a passport for her with a photo. Her name was Elizabeth Strack, dob 2/4/1876.

I am not quite sure how obtaining an outbound manifest will help in your search for a photo. Outbound passenger lists do not, as a rule, exist.
In any case, passport files for passports issued after 1925 are protected by the Privacy Act of 1974, 5 U.S.C. § 552a..
There may be special circumstances so it may be worth a try to seek the information under FOIA. These records may be requested by mail at:

I will assume you have never made an FOIA request to the State Department for a record covered by the Privacy Act. Please post back in 6 months and let us know how you fared.
