(mexico) border crossing cards - BSI (board of special Inquiry) reports??

Surnames: Limon, Martinez, Aleman
I have found some border crossing cards for a great great uncle that say (handwritten by border agents):
- “see file 954/14824; exc by BSI 4-21-44. Case on appeal” from border crossing card.
- “form 5-c no.291786 of N.Laredo 4-11-44. Fingerprints and reg forms attached to vin. BSI no. 7828 of 10-26-34 indicated applicant committed perjury material feet. May be guilty of bigamy.”
- “954/14824 of 12/5/44 re: crossing on local card during pendency of appeal.”

I have made a timeline for this guy and I can see he clearly had 2 wives. And I am almost giddy that he might have been an actual bigamist (although in rural mexico it was kinda common to just break up instead of getting a divorce perhaps?).

I am trying to find out where I might find these documents mentioned. I called the courthouse and they are researching it for me but they think it is an immigration thing. I have a message out to a relative in immigration to see if he has any ideas.

I would welcome thoughts, comments, suggestions. I am kinda stumped who to ask at this point.
