Finding Ship Passenger List, Circa 1705-1712

I have an ancestor who came from England in 1712 or possibly between 1705 & 1711. Would there be any passenger lists from those years still in existance? I've read a popular port in England at the time was Cowes. But if an ancestor came from another country and stopped at Cowes on his way to America, would he have to sign his name to a list to pass through Cowes or only when he parted from his country?
My case is this: I have an ancestor that left France in the early 1700's & is said to have moved to England then onward to America by 1712. Are there any kinds of records in existance that would bear his name from his time in England? He didn't marry till he got to America. His parents might have even moved to England and him having been born there. What kind of lists could there be that would show his birth? In England, his name may have been William Armond or Guillaume Armand, something like that and his year of birth I don't know. But it's suspected about 1690. Is there a website that I could search nationwide (England) for his name? Any help appreciated greatly.
