Annotations on passenger lists

Hello,
I've just been delighted to find John Pitcairn MacDonald (my great uncle) on a 1928 passenger lists arriving in Canada. I noticed that beside his name is stamped 'Copy on Fyle' plus a long number. There is also a circled 2. Unfortunately, Library and Archives Canada don't include information on these annotations. Does anyone have any idea about what this means ie is there a copy of his record 'on fyle' for a reason? There is a family story that he joined the Mounties but duffed up the PT instructor and got kicked out (though the Mounties can't find a record of this) so I'm wondering if there's a connection or if I'm jumping to conclusions.
Also, he's noted as heading for a 'Mr P Deering on 154 Shaw Street, Toronto' but I can't find any records of this. I've foudn the street on a recent map but that's not overly informative.
Any help would be great,
Thanks,
Gatsroic

I understood the annotations were the info on when they became citizens of Canada or when their case was reviewed but don't know that for sure.

I see he was admitted as a landed immigrant (far Right of page)
