Just some suggestions and a question. I did not understand the "Colonial?" If that was meant as a military rank, you may have meant "Colonel". However, there is no rank of Colonel in the Navy. That is a land force rank only (Army, Air Force, Marines). The Navy equivelant is Captain. But, the birth may have been recorded with the local (Great Lakes) municipality. You/she may want to investigate Illinois law regarding adoptee access to records. Also, if the parents were not married then only if the nurse was a Navy nurse could she have been born at the Naval hospital. Even though her father was a service man in 1963 the mother would have had no access to military care. If the mother was a civilian nurse then check for the local hospital. Hope this is clear. Remember rules were tighter back then.
