Can you specify the surnames you are researching? There are some reference materials available in the public domain to look up the grant of Arms to named individuals.
For those living in countries with no heraldic authority it is possible to "assume" Arms. That is simply design your own "Coat of Arms" and use them. However, it is important to ensure that the Arms are not a copy of existing Arms used by someone else and that the design follows general heraldic rules.
