Do you mean, "... one is French and one is English"? Please try and communicate in readable English.
Those images are the same arms (ergo, both English) and they're registered to an Englishman surnamed Chappell.

Arms are a personal item, they don't belong to families just because they have the same or similar surname.
I know of at least three further totally different designs registered under the British surname of Chappell - obviously three more different persons bearing the Chappell surname. Add to that another 37 (yes, 37) that are registered to the Chappell surname on the continent of Europe. Unless you know your paternal bloodline, you're either having yourself on or playing at 'being don Quixote'.
