Where is "here"? I cannot help wondering if there has been some "creative" heraldry in the Victorian or Edwardian period. The "Your Arms Are" merchants were active then as well as now.

There does not appear to be any recorded Arms in Scotland for Burr before 1971. All the Arms I can find reference to are English. With regard to Crests, I have attached the Burr entries in my CD copy of Fairbairn's Book of Crests.

A copy of the badge might assist.
