Can records be found using certificate of arrival number

I have a relative who entered this country using one name (Karp), but changed it after arrival (Kobb). I am trying to locate his naturalization papers.

On the Ellis Island Manifest for this person, there is a notation in the occupation field. According to the information on this page: http://www.jewishgen.org/infofiles/manifests/occ/ the number indicates a verification of arrival for naturalization: the district (Southern NY), the application number (withheld) and a date (11/24/42).

This seems to indicate that he filed for naturalization, at least first papers, and that they verified his arrival, but there is nothing else. No index or original documents.

Is there a way to search for information using the certificate of arrival number rather than a petition number?
