White on Census' Indian on WWI Draft????

Surnames: McClellan Fabors
I am researching Ada B. McClellan Fabors b-02 Aug 1880 MO, daughter of Nelson McClellan and Nancy Ann Helton.

She married Richard F. Fabors b-1883 MO

My problem is the census and Richard's WWI Draft Reg are all different. I have included the links below.

Census 1910, 1920 and 1930 lists him as being white, but the WWI Draft says he is Indian, how do I know for sure which he is?
