I know they indicated they are looking at "quality" of the trees but without having an employee look at each individual tree I don't know how they can judge the "quality" of the tree. For example, I have a tree attached to my DNA test, but my research notes are all in my genealogy program -- they would have no idea how accurate my tree is.

Does someone whose Ancestry tree with sources (and often incorrect sources) attached get more DNA Circles? Good question.
