Jim,
In this particular case my forth cousin matches on FTDNA with a total of 54.99 cM and the largest segment is 19.35 cM.
So, I'm not sure that is the reason, and FTDNA also reports very small segments in the 2-3 cM range of around 500-700 SNPs.
