I host the DisasterRelay list on Rootsweb. It is operated year-round as we never know when a disaster will strike. Volunteers across the US and other countries will make phone calls to reach someone in an affected area. As you may be aware, when a disaster strikes, telephone companies limit service to the immediate area, which is why it can be so difficult to call there until the restriction is lifted.
