Death with body never recovered

Classification: Query
Would a death certificate be issued for a coal miner lost in a mining accident if his body was never recovered? Would the coroner be involved? Or, is there some other certificate issued for claiming insurance and for settling the estate. Would the widow have to wait 7 years to have him declared deceased? This happened in Pa between 1880 and 1900. Any help is greatly appreciated.
