Surnames: Matthews
I have found 3 William Matthews, their force numbers are as follows 19189, 22973 & 35729. The time period you refer to is prior the RIC as it did not get the title until 1867. It was the Constabulary of Ireland prior 1867. But check the National archives in Dublin and the Public Record Office in Kew Gardens London. They may be able to help.
