The DOC is their department of corrections record. It includes parents, birth data, what sentenced for and where from. Plus parole date, indentifing marks and death data if they died in prison.
I checked all dates for Moundsville and he does not show up at all. Some records were lost or destroyed when the prison was closed. The marriage record I found was for Nellie Essie Mills in 1936.
