1901 English Census - Febbleminded - meaning?

On the Census records of 1901 there is mentioned next to a family member "Feebleminded".
What could this have possibly been?

This person was not listed as feebleminded in the 1891 census, and the page for this family in the 1911 Census has this column removed.

I do not believe that there is anyone alive today who knew this person to be able to answer this from personal knowledge.
