double entry for a family in 1881 census

I've got a family, 2 parents, 4 children listed in 2 separate places in the 1881 census. One is Hartlepool which is given as the birthplace of the 4 children, and the other is Monkwearmouth. I'm convinced this is the same family - names and ages are identical, as are birthplaces of mother and children. Birth place of father is given as Kirkharle, Northumberland in one and Morpeth, Northumberland in other, but Morpeth present day is the district that includes Kirkharle. Father is a railway policeman, so I wouldn't think they could afford 2 houses, and anyway I thought the entry had to be made for where people were sleeping on one particular night. Anyone had any experience of this before or know what might be going on.
