I am looking for relatives who I believe lived near or at 8 Stow Hill, Newport, Monmouthshire, Wales in 1861.

However, I can't find them (after years of trying). But now I think I know why.

Stow Hill is in Newport District 31, but it starts on page three at 9 Stow Hill. At the top of the page are children (last name: ROSSER) whose parents must be on the previous page that I can't find. The index lists Joseph and Cecilia as their parents but they have a different last name. It appears as if the index writer just looked at the last two names on the last page of the previous district (district 30) and said they were the Rossers' parents.

Does someone know where I can find the first 2 pages of district 31? I am looking for William & Caroline CARPENTER.
