Laws regarding historical cemeteries in Georgia on private land

I know the law regarding cemeteries in GA is vague but case law shows family should be allowed to clean and visit their ancestors. This cemetery is in Quitman County, GA and is the Burnett family. Two years ago someone bought the property and the cemetery is "HIS" as he says. We have not been able to go there and clean and the cemetery is in horrible shape. We have asked permission and the owner always has an excuse as to why we can't go there. My ancestor, a capt. in the civil war, is missing his headstone. We wanted to get a new headstone and have a civil war ceremony. HE SAYS NO. What can we do?

Contact the SPLC - Southern Poverty Law Center in Montgomery, AL, and ask them.
They may handle this kind of case, or would know where to refer you. Let me know
