Ok, I think I got the right ones. Woolley turns out to be quite a common name, and George Woolley is very plentiful. The 2 on the tombstone are both found in America in 1900. George is listed dead in NY by 1907. 1900 in Manhattan NY there is a George Woolley on W 26th st. He was an accountant. He came over from England in 1899.
Samuel is listed dead in VA by 1902. 1900 in Chesapeake VA there is a Samuel Woolley in a hospital (mental? listed as inmate) He was a shipping clerk.
In 1871 Ashton Under Lyne, Ashton Town, Lancashire, England the family is listed with the father apparently away at sea. In 1881 W Hattlepool, Stranton, Durham, England the father (or at least a father) is now shown.
The lists are rather messy and full of pitfalls, but it appears that everyone related came from the same area of Lancashire England. The towns include Ashton Under Lyne, Smallerham, Stalybridge, Dukinfield, and Wolingham. The related families were involved in business of cotton manufacturing at all stages and even ran a hotel at some point. Each census shows a different job for everyone so they jumped around in their jobs rather often. As for the brothers on the gravestone, it looks like they did not marry since the 1900 census shows both to be single at the time. The location of the cemetery is tough, since it lists George first even though he lived longer by date. It could be a location in US or England.
