There is no way to visit a cemetery grave of my father buried in 1966. I have a letter now from the warden that the area is declared a 'secure site'
An article in a St Louis paper says that the tombstones are toppled over so they can mow the grass more efficiently, so what to do?
Is it acceptable that even if it's a grave site of a prisoner that it cannot be accessed and furthermore that they toppled the graves?

Toppled might just mean that the headstones were upright (above ground) and they took them down and put them flat into the ground. The comment about making it easier to mow the grass sounds like that is what would have happened. Was the warden willing to have somebody that had access to the cemetery take a picture of the headstone or did he say the headstones are now gone? I would imagine the person who mows the graves would be able to take the photo if they are nice enough.

Go to find a grave they apparently have photos of the graves and someone has transcribed the headstones. It's worth a try.
