Is the 1940 US Census No Longer Part of Paid Package?

As of today, I can no longer add the 1940 US census. When I try to add a 1940 record to an AMT individual, I get a page which says I have to ungrade to worldwide membership. I have US membership only. What gives? Anyone else have this problem?
