It happens to me all the time. I haven't sent out a whole lot of messages, just two last week but I really would like to hear from these two to verify that this match proves what has up until now just been a circumstantial paper trail. Why do people bother to have DNA testing done if they don't want to communicate with their matches? My next pet peeve is locked trees that I have a match to. Probably 50% of my matches have their trees locked. But that's another subject.
