Tammy, if your birth father was listed on the Final Adoption Decree, or the original birth certificate, he would have to sign a Termination of Parental Rights form.
If no birth father is listed, no paternal termination is required before the adoption could take place.
It is possible that your birth father does not know about you and was never told. If you knew who your mother's dating friends were before you were born, you might have a piece of the puzzle. It looks like your birth mother is the only person who knows who the birth father might be.
