Going through the court is how I ended up getting my birth information in PA.

Just as an FYI, they released my birth mother's identifying info to me because she was deceased. If this fellow you are helping was born in 1946, there's a pretty good chance his birth father is deceased by now. He may wish to tell the judge that he believes his birth father is deceased....and see if they'll release the info because of that.
