Help needed with early 1900 adoption.

Hi,
My great grandmother (Alnora) was adopted, in Superior, Wisconsin, and I have all her information but now I need help with her little sister.
My 2nd great grandparents are: Robert Philip Feis, born March 23, 1865 in Minnesota and he died December 6, 1892 in Wisconsin. After his death, his widow, Andina Nelson, born 1873 in Wisconsin remarried a Charles Billings. This is where I loose things~~

My great grandmother, Alnora Louise Feis was put up for adoption by her mother. There is nothing written for Alnora's little sister, Hazel Francis Feis, born February 24, 1892 in Stillwater, Minnesota. Family story says she did give her up, but the court in Wisconsin only has Alnora's information. I had almost given up on finding anything on Hazel but I found this information and I would like to know what you guys think:

1900 Census I found:
Hazel Feias, age 8, born February 1892 at Unknown, living in Elkton, Clay, MN. She is listed as a border with the Thomas Pender family. ***I am 90% sure this is "my" Hazel but what can I do to verify it? What if there was no legal paperwork?

1910 Census
Hasel Fies, age 18, born 1892 in Minnesota. Home in 1910 was Deer Creek, Otter Tail, MN and she was a servant to JA Tuffs family. ***I'm 90% sure this is also "my" Hazel but I can't find anything for her after this.

Is there anyone here who can give me some ideas on where to go to verify this stuff?
