Adoption records are legal documents closed to everyone except the adopted person, if alive. If deceased, then you have to prove your are a direct descendent of the adoptee, to get access.
The adopted person gets a new birth certificate - or rather a certificate of adoption - showing the new parents. The original birth certificate is closed to public view, and again only open to the adoptee.
